Steam validating cache

Edit: I was wondering, Radio, if you know where i can find the "itembuilds" files that we save in-game, like those personalized in-game item build we make.
Some time ago i was using the Dota 2 Recommended Items Customizer(D2RIC) but i stopped because whenever a new hero come out the recommended items just disappeared in game.
I only noticed with Meepo and Timbersaw and since i didnt play these heroes i just left there. So when i tried to validate Dota files to restore the "itemsbuilds" folder to normal it stucks in 0%.
The Acorn helmet is actually VERY fitting since it's natural shape is used.
Also it is used for it's quality to withstand blows.
